Monsignor Stephen DiGiovanni says “Quanta Cura” (Condemning Current Errors) was intended to be a religious document, not political. The Pope intended it for private use of the bishops. When it was released to the press, it caused a furor! Among it’s key points, it condemned the idea that “the best constitution of public society and (also) civil progress altogether require that human society be conducted and governed without regard being had to religion any more than if it did not exist; or, at least, without any distinction being made between the true religion and false ones.”
